CBR seems to refer to the seal on the shaft of an impeller pump, that is similar to automotive water pump seals. They seal via a rubber bellows- like arrangement over a pressure spring pressing a carbon flat- faced seal to the rotating impeller face. The lowered pressure at the pump inlet aids in keeping the seal watertight.
